Settings > Apple ID > Password & Security The very top option on the iOS Settings menu leads to your Apple ID profile, and you can access account-level password and security options here.
Tap the Settings icon on your Home screen, then tap Touch ID & Passcode or Face ID & Passcode (depending on your iPhone model). General settings will appear.
When you log in to https://appleid.apple.com/ under the account, manage section, the security tab is the very second tab. There should show there that 2-step verification is ON.
