You can register an external device connected to your Smart TV using the Screen Remote and operate it with the Universal Control. The Screen Remote only supports products from the manufacturer that you can select in the Universal Control settings. Products from some manufacturers are not supported.

As a feature that's linked to an Apple ID, Universal Control is only available on Apple devices. It can only be used on Macs and iPads running the appropriate software.
Universal Control is now available in iOS 15.4 and macOS Monterey 12.3, and if you can make it work in your setup, you really ought to try it.
In order for Universal Control to work you will need macOS 12.3 on your Mac(s) and iPadOS 15.4 on your iPad. You will need a compatible Mac(s) and iPad (see compatibility list below). You also need Bluetooth and Wi-Fi to be turned on on your Mac and iPad so make sure that they are all on.
Apple says that Universal Control is supported on the following Macs:

Press and hold it until the Xbox button on your controller starts to blink. Once it starts blinking, return to your Mac and you should see it in the Bluetooth menu. Click the Connect button next to it. After a few seconds, the controller should pair to your Mac.
Turn on Universal Control
The feature page update on Monday confirms that it won't arrive in 2021 at all, and instead in the spring of 2022. Universal Control is a planned feature iPadOS 15 and macOS Monterey.
