First, to see all of your Steps data, not just an average, open the Health App and tap Summary at the bottom of the screen. Tap Steps. Scroll down and tap Show All Data. At the top of the screen you should see "All Recorded Data" and a list of all days that steps were recorded in descending chronological order.
Open the app, tap Steps at the bottom center. Tap Month at the top. Swipe sideways to the month you need, and the total month's steps will be displayed at the top (see image).

Open the Activity app and use Force Touch. Click on Weekly Summary. Scroll down a bit and you will see Steps. This will show your steps so far.
Via the Health app on your iPhone, where chart options include daily, weekly and monthly averages, but not totals: Go to Health Data > Activity > Steps.

Here's how I did it. At the top left, tap the "2017" arrow to see yearly data. Once you do that, it should show you monthly totals.
If you go to the Activity App and then go to Workouts, you can see 2016 data. There is not an annual total, but there are monthly totals so you just have to add 12 numbers. Easy enough. When I go in to look at that, it doesn't give me monthly totals, it gives me daily totals within the month.
