With the ContinuityText Message Forwarding feature SMS and MMS messages that appear on your iPhone can also appear on your iPad. You can then respond to those messages, even conversations between your iPhone and an Android device, right from your iPad.
Settings > Messages > Text Message Forwarding - set to ON - and explicitly enable your iPad from the list of devices. If you are instead attempting to use an Android phone with an iPad - you need to understand that Android cannot send or receive messages using the Apple iMessage service - and can only use SMS Text.
If you only have an iPad, you cannot text Android phones using SMS. iPad only support iMessage with other Apple devices. Unless you also have an iPhone, which you can then use continuity to send SMS via iPhone to non Apple devices. If you only have an iPad, you cannot text Android phones using SMS.

Great! Once the switch has been made, just go to your WhatsApp Settings > Chats > Chat Backup and take a backup on Google Drive or the local storage. Similarly, you should now understand that whilst iPad can send and receive messages using the Apple iMessage service, without a linked iPhone, iPad cannot send or receive SMS text messages unless it is paired with an iPhone.
I read that if you want to delete messages from your iPad for storage reasons, but not your iPhone, you need to go to Settings>Messages>Send & Receive, and sign out of your Apple ID, then go into General>Messages and delete.
