Connect your iPhone to your PC. Open iTunes and wait for it to detect your iPhone. Go to your device, and select Music under the Settings section from the column on the left. Enable the 'Include voice memos' option, and then sync your iPhone data to your desktop.
With the Voice Memos app and iCloud, your audio recordings appear and are kept up to date automatically on all your devices (where you're signed in with the same Apple ID and Voice Memos is turned on in iCloud settings or preferences). Go to Settings > [your name] > iCloud, then turn on Voice Memos.
Part 1: How to Find Voice Memos on iTunes?

If you have backed up your iPhone, you could retrieve them from the backup. If you have activated iCloud Backup, then there is a big chance to get back deleted voice memos: as long as you have not enabled voice memos synced via iCloud, then your deleted voice memos can be recovered from your iCloud backup.
With iCloud, your Voice Memos recordings appear automatically in Voice Memos on your Mac and your iOS and iPadOS devices where you're signed in with the same Apple ID.
Mac: Open Finder and click iCloud Drive in the sidebar. Locate the audio file you saved. Press the Control key as you click the recording.

On your iOS device: Go to Settings > [your name] > iCloud, then turn on Voice Memos.

Step 1: Launch the Voice Memos app.
If you use iOS 11 or earlier, Voice Memos are included in iCloud Backup.
Find or record your Voice Memo and tap on it. Click “”>”Save to Files”>”iCloud Drive”, choose the file you want to save to. Go to icloud.com and login with the same icloud account of your iPhone with Voice Memos. Select “iCloud Drive”, find the file with Voice Memos and you can see it.
