Photos stored in iClouds photo stream are only stored for up to 30 days and up to 1000 photos (whichever you reach first). You should save any photos you want to keep to your photo roll or iPhoto within the 30 days allocated.
The photos and videos that you delete on one device are deleted everywhere that you use iCloud Photos. Photos and videos stay in the Recently Deleted folder for 30 days before they're deleted permanently.
Once uploaded, you can view them on all of your iCloud-connected devices, as well as via iCloud.com. My Photo Stream automatically uploads new photos and sends them to all of your iCloud-connected devices. It stores the most recent 30 days' worth of photos (up to 1,000 photos).

My Photo Stream uploads your most recent photos (except Live Photos) so that you can view and import them to all of your devices. Photos are stored in My Photo Stream for 30 days. iCloud Photos uploads all of your photos and videos to iCloud and keeps them up to date across your devices.
When you set up Photos in iCloud for Windows, you can see photos and videos stored in iCloud Photos directly on your computer. If a photo or video is edited or deleted on an Apple device or on iCloud.com, the changes appear here automatically. You see thumbnails of your photos and videos until you download them.

Does My Photo Stream use iCloud storage? Unlike iCloud Photo Library, My Photo Stream doesn't use any iCloud storage. It does, however, take up space on the devices it syncs with, which is why there is a limitation of only 1,000 pictures and only from the last 30 days.

Delete photos and videos Deleted photos and videos are placed in the Recently Deleted album, where they remain for 30 days before being permanently removed. To delete photos or videos sooner, go to the Recently Deleted album, select the items you want to delete, then click Delete [number] Items.
